Does The Government Really Give Free Cell Phones?
You may have heard of Obama Phone, Free Phone for Seniors, Food Stamp Free Phone, Medicaid Free Phone, or some other similar unofficial names, right? We do make things clear straight away, there is an official name for the program that all of the above unofficial names refer to; it is called the Lifeline Assistance program.
And yes, this program is offered by the government and you CAN get a FREE phone by applying for it. So the answer to the question in the title is YES, the government really give free cell phone. However, technically, the government only offers a $9.25 monthly discount toward telecommunication services, it is wireless companies that then decide if they want to sweeten the deal or not.
OFFICIAL LIFELINE SUPPORT DEFINITION: Lifeline is a federal program that lowers the monthly cost of phones and the internet. Eligible customers will get up to $9.25 toward their bill. You can only use Lifeline for either phone (landline or wireless) or the internet, but not both.

How To Get A Free Phone From The Government?
Based on the information provided in the section above, you now know that to get the Lifeline Assistance support or the ‘Obama phone’ you must meet some specific requirements. In general, a government free phone can be yours, if:
- Your household falls into the low-income category, which means that it must be at 135% of the poverty guidelines or below (LOW-INCOME-BASED ELIGIBILITY);
OR
- You have a household member who participates in one of the government-supported programs (a full list of the programs is provided in the section ‘Government Free Phone – Program Eligibility Lifeline Assistance) (PARTICIPATION-BASED ELIGIBILITY).

Single Lifeline support is available per household. This means that one household can only obtain one landline OR wireless OR internet discounted/free services based on Lifeline support.
Since the Lifeline Assistance program constantly refers to the ‘household’ term, we should provide you with its definition:
- Household (also Independent Economic Household) is a group of people who live together and share money (even if they are not related to each other). If you live together and share money, you are one household. If you live together and don’t share money, you are 2+ households.
- Examples of one household:
- A married couple who live together is one household. They must share one Lifeline discount.
- A parent/guardian and child who live together are one household. They must share one Lifeline discount.
- An adult who lives with friends or family who financially support him/her is one household. They must share one Lifeline discount.
- Examples of 2+ households:
- 4 roommates who live together but do not share money are 4 households. They can have one Lifeline discount each, 4 total.
- 30 seniors who live in an assisted-living home are 30 households. They can have one Lifeline discount each, 30 total.

The elderly or seniors
Elderly and seniors quite often require some additional assistance and it is of great help for them to have a mobile phone is of great importance. It helps them stay in touch with family members and friends, moreover, it can be lifesaving to have the ability to call for help in case of health issues. There are several government-supported programs set in place for the elderly and seniors. Presenting a membership proof of some of those programs can qualify you for the Lifeline Assistance support. Veterans
As a thank you to their services for the country, veterans have special benefits. As such they are also more likely to be applicable for the Lifeline support. There are specific programs that they must be members of.
Tribal Lifelines
Tribal Lifeline takes up to an extra $25 off your monthly bill, for a total Lifeline discount of up to $34.25 per month. You can get Tribal Lifeline if you live on Tribal lands. Government Free Phone – Program Eligibility Lifeline Assistance
Throughout the previous two sections, we’ve been talking about the eligibility programs that can grant you the Lifeline Assistance support (participation-based). In this section, we will take a closer look at each of those programs.
If a single member of a household participates in any of the following government-supported programs below, the household is eligible for the Lifeline Assistance. To apply you must show a card, letter, or official document, as proof that you participate in one of these programs when you apply for the Lifeline based on program participation.
Medicaid
Medicaid is a federal and state program set in place to help qualified individuals cover their medical costs. Medicaid provides free or low-cost medical benefits to adults with a low income, children, pregnant women, people who are 65 or over, and people with disabilities. The Medicaid eligibility depends on your age, income level, number of people in your family if you are pregnant or have a disability. To apply for Medicaid you must either contact your state Medicaid agency or fill out an application through the Health Insurance Marketplace.

Supplemental Nutrition Assistance Program (SNAP)
This program is formerly known as Food Stamps. To get SNAP benefits, you must apply in the state in which you currently live and you must meet certain requirements, including resource and income limits. Federal Public Housing Assistance (FPHA)
Public housing assistance, or PHA, is a group of federal programs designed to aid in subsidizing rents for low-income individuals and families. They’re administered by various city and state public housing authorities. The U.S. Department of Housing and Urban Development (HUD) oversees the use of federal PHA programs by those cities and states.

Tribal Programs
- Bureau of Indian Affairs General Assistance – The Bureau of Indian Affairs (BIA) Financial Assistance and Social Services (FASS) program provides assistance to federally recognized American Indian and Alaskan Native (AI/AN) tribal members.
- Head Start (only households meeting the income qualifying standard) – Head Start is a program of the United States Department of Health and Human Services that provides comprehensive early childhood education, health, nutrition, and parent involvement services to low-income children and families
- Tribal Temporary Assistance for Needy Families (Tribal TANF) – formerly Aid to Families with Dependent Children, the program provides a variety of benefits and services to Federally-recognized tribes, American Indian, and Alaska Native families. Benefits may include childcare assistance, job preparation, and work assistance.
- Food Distribution Program on Indian Reservations – The Food Distribution Program on Indian Reservations allows Indian Tribal Organizations to operate a food distribution program as an alternative to the Food Stamp Program for those living on or near an Indian reservation.
Participation in any of these four programs or any above 5 in combination with living in tribal areas makes you eligible for the Tribal Lifeline support.
Application Procedure for Government Free Phone
To apply for the Lifeline Assistance support you have several options. You can either apply online or via mail through the Lifeline National Verifier, or you can go straight to a wireless provider that offers the Lifeline support and apply through their online application or use mail to send your application and related paperwork to their headquarters. In our experience applying online either through the Lifeline National Verifier or directly through a wireless provider’s site are the two most simple and fastest ways. However, either option will provide you with a free government phone only if you select a provider that offers that.
Below we will go into further details on how to apply. But first, let’s take a look at the documents you will need to apply.
What Documents are Needed for Government Free Phone Application?
As mentioned above, there are two ways to get the Lifeline Assistance support; either based on a low income or based on program participation. And no matter which path of applying you choose, you must, of course, provide proof for either of the given two methods. Besides, you must prove your identity and permanent address, which can often be done with the use of third-party identity verification (TPIV) but not always.
- Identity proof – Below is the list of documents that you may be asked for and typically a single one of those is enough to confirm your identity:
- Driver’s license (unexpired)
- Birth certificate
- W-2
- Prior year’s state, federal, or Tribal tax return
- Social Security card
- Certificate of Naturalization
- Certificate of U.S. Citizenship
- Permanent resident card (unexpired)
- Permanent resident alien card (unexpired)
- S. government, military, state, or Tribal issued ID (unexpired)
- Passport (unexpired)
- Military discharge documentation
- Weapons permit (unexpired)
- Government assistance program document (that includes proof of identity)
- Statement of benefits from a qualifying program (that includes proof of identity)
- Unemployment or worker’s compensation statement of benefits
- Participation proof – To prove participation in one of the programs listed in the previous section, you must submit a document that, at a minimum, includes:
- Your name, or the name of your benefit qualifying person (BQP);
- The name of the Lifeline-qualifying program, such as SNAP;
- The government or Tribal program administrator or the managed care organization (MCO) that issued the document; and
- An issue date within the last 12 months or a future expiration date that aligns with the benefit period.
- NOTE: A copy of a membership card or a cover letter is usually sufficient.
- Low-income proof – To prove your gross annual income, you will need to show one of these items:
- The prior year’s state, federal, or Tribal tax return
- Current income statement from an employer or paycheck stub
- Social Security statement of benefits
- A Veterans Administration statement of benefits
- A retirement/pension statement of benefits
- Unemployment or Workers’ Compensation statement of benefits
- Federal or Tribal notice letter of participation in General Assistance
- Divorce decree, child support award, or other official document containing income information
- NOTE: If the document doesn’t cover a full year, such as a pay stub, you must show the same document for three months in a row within the same year to prove your gross annual income.
NOTE: If you are applying via mail, you will also need to print out the application and sent the copies of the required documents. DON’T EVER SEND ORIGINAL DOCUMENTS. When applying online, the application will be in a digital form and you will need scans or HQ photos of the documents listed above.
How To Apply For A Government Free Phone?
- Applying online via the National verifier: Visit https://nationalverifier.servicenowservices.com/lifeline, choose your state from the drop-down menu, click the “Get Started” button and then follow the instructions, enter all the information in the corresponding fields and complete the process.
- Applying via mail: You must first print out the application (available in English and Spanish), read the instructions provided on the application and fill it out. Make sure to enter all the data. Then add the copies of the required document and send it all in a single envelope to the address provided below.

- Applying directly with a wireless provider: Find a wireless provider that offers the Lifeline assistance, visit their website and apply online (our recommendation) or use their contact information and send your envelope (containing filled out application and proof of eligibility) to their address. In this article, you can find a complete list of wireless providers and their plans, which will help you choose the one that best suits you.
- GENERAL ONLINE PROCEDURE: First you must visit a wireless provider’s official website. On their home page you will normally see the “Lifeline”, the “Apply Now”, the “Start” or something similar. Next to this button or on the second page you will normally be prompted to enter your ZIP code, which will be used to determine whether their Lifeline service is available in your area and what kind of plans can you choose from. All you have to do is continue clicking the “Apply Now” button (or similar as per above) until you initiate the application process. Make sure to follow the instructions to the point and fill in all the information that the application fields ask for. As part of the process, you will also get to choose if you are interested in Bringing Your Own Phone/Device (BYOP or BYOD) (if available). A couple of days after the submission, if accepted, you will receive a SIM kit and a FREE phone (if applicable). Then you will just have to activate your SIM and that is it.
- You can alternatively apply directly through a wireless provider via mail or at one of their local stores or representatives in person.
NOTE: Even when applying through a provider’s website directly, you may be (in many cases) essentially applying through National Verifier (they have automated redirection set in place). However, the National Verifier is not available in all states yet, thus there are still many carriers that have their application system set in place.
Lifeline Assistant Program Restrictions, Rules & Your Rights
As you can imagine, many people would like to take advantage of the Lifeline Assistance support and get their hands on a government free phone even if they are not eligible. As such, there are strict rules set in place to make sure that the support goes only to those truly entitled. Moreover, as the resources are limited, there is also a specific set of restrictions set in place. Herein we will take a closer look at the Lifeline rules and restrictions.
Lifeline Rules & Restrictions
- Prove your eligibility – Lifeline is only available to subscribers who can prove their eligibility. When you sign up for Lifeline, you must show proof of participation in a qualifying program or proof of income.
- One discount per household – Only one discount is allowed per household. This means that the Lifeline discount can be used only with a single company and on a single type of service (wireless, landline, or internet) per household. Federal rules prohibit subscribers from receiving more than one Lifeline service. If a subscriber or his or her household currently has more than one Lifeline-discounted service, they must de-enroll from other Lifeline services immediately or be subject to penalties.
- Recertify/Renew every year – If your company asks you to recertify (renew Lifeline), you must do so within 60 days, or you’ll lose your Lifeline discount. Some companies will ask you with a letter, text message, or other, and some companies will recertify/renew your discount automatically.
- Use it or lose it – If your Lifeline-supported service is free, use it at least once every 30 days. If you don’t, you will get a 15-day notice to use it or it will get turned off.
- Keep your company up-to-date – If you change your address, no longer qualify for Lifeline, or more than one person in your household gets Lifeline, notify your company within 30 days.
- Be honest on your application and forms – It is against the law to lie on any Lifeline-related forms or questionnaires.
Your Rights
- The minimum service standards: A wireless company is required to meet these standards on Lifeline-supported services:
- For cell phones: At least 1000 minutes
- For mobile internet (a data plan): Speed of 3G or better and usage of at least 3 GB per month
- For home internet: Speed of 20/3 Mbps and usage of at least 1024 GB per month
- For bundled service offerings: at least one of the services (voice or internet) must meet the minimum service standards to qualify for a Lifeline discount.
- The choice of a hotspot-enabled device – Your wireless provider must have at least one device with hotspot functionality available for data plans.
- Choose which service uses Lifeline – If you are buying a bundle, you can choose to apply Lifeline to the voice or the internet service. Note: most carriers offer bundle packages.
- Change companies – You can change companies at any time
- Get answers and help – If your company is unresponsive or refuses to help you, contact your state’s public utility regulator, USAC, or the FCC to complain.
What If I Don’t Qualify For A Government Free Phone?
If your household’s income is above the 135% poverty guidelines and you don’t have a member participating in any of the eligible government-assisted programs, you won’t be able to get a government free phone. However, not being able to get Obama’s phone is not the end of the road.
There are several alternative options that CAN get you a free phone or at least free(ish). We will cover those options into details in the ‘Alternative Ways to Get a Free Phone’ section.
Government Free Phone List
Before we move one, you should be aware that a government free phone is not something you can choose. If the wireless company offers free government phones, they are the ones that select phones that are provided to their Lifeline clients completely based on their availability. These phones are often refurbished older models, however, these days more and more carriers offer a government free smartphone as part of their Lifeline plan. In many cases, those are NEW entry-level smartphones.
We did extensive research to come up with a list of government free phones that are being provided to the Lifeline clients. This list may not represent all options available since new phones are being added daily and thus offers are constantly changing. Keep in mind that even the best free government phone can never compete with the latest best smartphones available on the market. However, it is more than capable of performing various tasks and enable you and your household to stay connected with your family, friend, coworkers, apply for jobs, run errands, solve the emergency situation, and so much more.
We have divided our list into two categories, government free smartphones and government free flip phones. And since smartphones are way more popular, the list of government free smartphones ended up being more extensive than the one for basic government free phones.
